  As someone already pointed out, it is indeed conductive.  It's
basically a faraday cage you can wear -- keeps the electricity flowing
*around* them, on the outside.  Otherwise, the people hanging on to
the power line get a wicked prickly feeling all over their body.

  Pretty crazy, though, to think about the fact that when they're
hanging on the line like that, their body is energized to the same
potential as the line -- maybe a few hundred thousand volts!
