I wondered that, but I haven't been able to find anything that would confirm or deny whether or not that policy setting would impact Vista clients...

I had enable the following policy setting: Computer Configuration \ Administrative Templates \ System \ Group Policy \ Startup policy processing wait time I chose 30 seconds as the wait time. The policy setting you mention doesn't seem to apply to OSes newer than Windows XP.
