I've had a similar problem with some of our Windows 7 machines - the machine comes up faster than the network connection, and software installation policies weren't taking affect due to the missing network connectivity. The machine in question is a desktop connected via gigabit, but the symptoms are similar.
I had enable the following policy setting: Computer Configuration \ Administrative Templates \ System \ Group Policy \ Startup policy processing wait time I chose 30 seconds as the wait time. The policy setting you mention doesn't seem to apply to OSes newer than Windows XP.
