What did my mother tell me about counting chickens.... That file doesn't appear to be on the server I'm using - it's got the latest version of Citrix Licensing installed, but it was also an IIS system beforehand...does that mean that the licensing service is using IIS rather than Tomcat, and I should be looking somewhere else?
