I think it will use tomcat.  The file may be hidden though.  I used a search 
utility called SearchMyFiles, mapped a drive to the root of the server from my 
PC, and searched for a name of an admin that has access to the console.  The 
utility searches names and contents, very handy.   When I searched for it using 
Windows 2008 crappy search it was not found.

That file doesn't appear to be on the server I'm using - it's got the latest 
version of Citrix Licensing installed, but it was also an IIS system 
beforehand...does that mean that the licensing service is using IIS rather than 
Tomcat, and I should be looking somewhere else?

I have managed to add a user in the Citrix License Management Console (latest 
version) that won't delete when I use the delete function. I have tried 
restarting the licensing services, restarting IIS and even restarting the 
server itself - it still stubbornly refuses to go. Is there any way to remove 
Licensing Console users manually that anyone is aware of?
