We set our browser home pages to our Intranet site and also force IE to launch at startup. Of course our Intranet is highly utilized and also links the users to our Citrix Web Interface so it is a required starting point (especially for those with thin clients).
I can understand the desire for a unified desktop, especially in areas where your customers may be able to see employee's monitors. However, delivering content to an enforced screensaver seems a bit much. A transparent screen saver might be useful but then you'd have to deal with open applications/data being in view.
