PE omits a lot of windows components/subsystems that likely the fw installer requires. The error just didn't know how to interpret the missing dependency and likely returned that useless output...

But the formware program would not execute in that environment - kept saying "The file can not be found", even though we were explicitly in the directory where we had copied it (so no path issues).
