You don't need a separate server to just run the Broker.  You can, but
it doesn't sound as if you have need for it.  You can install all TS
roles on a single server if you want, or spread them out.  
 
If you users save to My Documents, consider folder redirection or
terminal server profiles.  
 
We had four TS 2008 servers here before we changed to all XenApp and I
just used Round Robin and that worked fine.  It's the cheapest option
but also not as good as other options.  NLB is one of the recommended
options in the Terminal Server Resource Kit (great book), so you may
wish to pick that up.

We currently have a situation where we have 2 standalone W2K3 R2
Terminal Servers (one acts as a hot spare). The issue we have is that
based on the number of users currently requiring access to Terminal
Services, we need a rethink in how we can cater for the users. The
current production server can no longer cope with the demands.
So, we were thinking of moving the users to 2 brand new Windows 2K8 R2
Terminal Servers with increased RAM and HDD (for local storage of My
Documents). However we can’t determine if we should go the Clustering or
NLB route? Any feedback on this would be much appreciated (experience,
pitfalls, pros, cons etc).
Also I take it no matter what option we choose, we’ll need a third
server to host the Connection Broker?
