Log in as Administrator and check the HKU\[SID] area for that user. You will need psgetsid or some such like to get the SID of your problem user.
Unless you are using roaming/mandatory/hybrid profiles, in which case you will have to load the ntuser.dat or ntuser.man file for that user into regedit and check the key that way.
