Even if you could get cooperation from whatever level of ISP was required, the 
odds of the IP address remaining the same as what it was when the laptop was 
stolen are slim to none, and slim left town a long time ago.

As others have mentioned, a hardware-based "lojack" type of tracking is the 
best bet.
