Lots of large enterprises have project teams versus support - but large 
enterprises have their own challenges.

And then there are the Google etc. of the world. Wishing will get you nowhere - 
just pick the place you want to be and work towards being there. If you don't 
succeed, then at least you tried.

I don't know why people insist on saying that.

Whenever I've had the benefit of users that were sufficiently capable of using 
technology such that they didn't act as a huge time sync on me or my 
department, we have been able to do value ADDED things for the business.

If my users are all self-sufficient (but not reckless), and the technology was 
stable (which is generally is these days), we would build more 
revenue-producing things.
