So do you have a formal job description for these positions? That's where I'd start as that's what you need to measure against.
The "engineer" thing in the title is one of those things here that annoys me. Most any other major economy in the world you need a license to put "engineer" in your title. Here all you need are some Transcenders and a bunch of 125 dollar tests.
