On a lot of forums this issue is mentioned in conjunction with the Bluetooth
service not running. That didn't turn out to be our issue, but it could be
worth a look.

We experienced this issue on particular users who had had their base
profiles modified. After much frustration, we found that it tied in to these
registry keys

HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell Folders
HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders

Entries had been removed from these keys to try and reduce the initial
profile size. When these two folders were restored to the "standard"
settings, the problem stopped occurring.

We have also seen this problem occurring on machines where these keys (or
their HKLM equivalents) had incorrect or corrupted ACLs.
