Thanks Frank and Fredrik!

Qt.Tool seems to work at first, but as soon as I activate the panel (click
on it) and the click somewhere in the Nuke window it disappears and there's
no way to get it back.

Qt.WindowStaysOnTopHint isn't ideal, but at least I can get the panel back
to the front if it's been minimized.

Fredrik, in your example panel you parent your panel to the Nuke window.
This seems to work perfectly on Windows. Are you saying this isn't working
on OSX?
