I think so yes.
It ends up a custom Python Panel in Nuke.
Have a look at the beta code, and of course let me know if you find any issues.

Do you mean you actually managed to create a floating panel which stays on top of Nuke without either staying on top of all windows in the OS, uses Qt.Tool or disappears behind Nuke?
