For scaling a Roto you can simply go into the transform tab, set the center
to 0,0 and then scale the Roto the facto you need it.

To do a percent blur node you only need to add a slider with an
expressionin the blur control: percentBlur/input.height*input.width.
If you want it in the Roto node then just do the same thing to the feather.
