There seems to be an assumption that using USB network card is not possible.
Since the FLEX licensing system is purely based on the MAC hardware address why
wouldn't this be possible? Even though the LicenceUtility only shows the first
MAC address it finds, the licence server will find and use any MAC address on
the system associated with the licence.
Is the issue purely a Foundry policy, because I couldn't find anything in the
licence agreement?
Some of the issues with running a remote server and connecting through a VPN is
multifold range from site security(remote access to a production network (MPAA
doesn't allow this), to configuring multiple VPN's to multiple sites (most
sysdamins are already overwhelmed), to the downtime possibilities if your home
network connection goes down.
There are also similar issues with having a laptop server or a Wireless USB key
on a secure network, but I would think that th sysadmins could control the
access a network key has on a system more than they could a portable
server(with storage).

I don't see what the issue is with issuing licences to a portable piece of
hardware, whether its a laptop, or a network card. Most of the issues will lie
with the facilities and their capabilities and policies.
