Only just noticed this thread. You *can* do this. Once you've selected the vertex you want to move, you can hold down Alt+Ctrl and drag the axis handles. They'll snap to the surface of the geometry as you drag them. Once you've done this it will be oriented so that it's easy (hopefully!) to drag the vertex along the surface.
