In your CameraTracker properties, go to the 'tracking' tab, and click
'Add User Track' - then you can import tracks from a 2D tracker. Copy
the data (by shift-dragging the animation icon) rather than expression
linking it otherwise it won't work.

Yes, that's what the camera tracker does. It takes these 2d tracks to
derive a 3d camera. In theory you can setup a full 3d camera track on
user tracked 2d tracks.
