As long as numpy.ma and numpy.records are, and will remain, part of the 
standard numpy distribution, this is fine.

This is a key issue -- what is "core" numpy and what is not, but I know 
I'd like to see a lot of things built on ma and records, both, so I 
think they do belong in core.
