Guys, JIRA permissions seem to be a bit wrong. When you initially create an account, you don't have enough permissions to really do anything useful. Somewhat ironically, I've created a JIRA ticket[1] to track this problem and hope to correct it in the coming sprint. ;)
In the meantime, I've added the right permissions for every user currently in JIRA.
