Thanks for that, Tom. I agree that "new phrenology" is probably too critical, but it does convey a little bit of what I was getting at.
But I've got to say, that paper really articulates the concerns I've been having in a way I don't think I could have managed. I wouldn't have thought that the function of even an incredibly idealized neural network could be so difficult to delineate. This seems to cast a very grim light on endeavors like the Human Brain Project, as they mentioned in the paper. Hopefully the work they're doing through nuSPIC will result in some useful techniques for analyzing these networks at a rigorous algorithmic level, though the description of preliminary results sounds even more troubling. That workshop you mentioned makes me a little hopeful though.
