I tried a variety of install methods, directory and cache cleanup with
NuPIC and Pip. I don't believe it's Pip related, but deeper in the core
region code. Even trying to use the py implementation of the claclassifier
has trouble. Debugging through PyCharm made it tricky to see what the C++
engine region code is doing. So I'll raise an issue for this on Github
NuPIC, for someone to look at next week. And to document more of the call
stack.
