If you don't program in Python or C++, what languages do you program in? Are you aware that NuPIC is a developer's tool (API)? There are applications and demos built from it that you can run to get a look at how it works, but other than that it primarily functions as a toolkit to be used by developers to make applications. Also, if you happen to be more comfortable in another language, there is an implementation in Java, and a non-direct port which exists for research purposes in Clojure.
