IMO, Alexey is talking about the HAL embedded one, which relies upon the usb + usbhid + hiddev kernel drivers. iirc, there was a UPS related bug around the 2.22 release probably that one: https://bugzilla.gnome.org/show_bug.cgi?id=467967 using the NUT HAL drivers is a good option here. As a side note, HAL has been (or is being, depending on your system version) deprecated by DeviceKit-power (which will soon be renamed to upower). I've planned to complete DK-power features, adding for example the shutoff capabilities and some more... But the UPS support there is minimalistic, and it's outside of NUT scope, even though I'm working a bit on this. Also note that the Powercom USB IDs have been submitted to DeviceKit-power, so your units are supported as of the current development release.
