There is no report for variable "ups.delay.start" in your upsc output.
What does command "upsc <ups> ups.delay.start" report?

$ upsc eaton ups.delay.start
Init SSL without certificate database
Error: Variable not supported by UPS

I am surprised that there is no ups.delay.start for this UPS.

$ upsrw eaton
[outlet.desc]
[output.voltage.nominal]
[ups.delay.shutdown]
[ups.start.battery]

It looks as if this UPS unit is not capable of delaying a restart on wall power return until a given charge level has been reached. This is the same situation as shown for the Eaton 5E 1100iUSB at https://networkupstools.org/ddl/Eaton/5E1100iUSB.html
