The PDUs have the ability to delay power-on of individual ports, so the ones 
that need to come up 'after the core' are delayed by 10-15 minutes. The PDUs 
don't know about power stability though, only availability, but they don't 
receive power until the UPS thinks the power is stable enough (and there's a 
decent amount of battery charge).
