Hi Steven,
Nutch doesn't have a stylish administration
interface at the moment. You will need to have
your own scripts to run Nutch several times a 
day.

Anyway, your task seems to be a better job
for one of the classical web site search engines.
Why don't you try out:
http://www.htdig.org/
http://search.mnogo.ru/

If you have enough time to spare, you might use
Lucene to build your own search engine.
