I just did a checkout on the HEAD revision in the SVN repository of the
Nutch sources. Using Eclipse 3.1, and the project files that you posted,
I am getting two errors when I import the project into my workspace:

Project Nutch Vanilla is missing required library: 'build/plugins'
Project Nutch Vanilla is missing required library: 'lib/jaf-1.0.2.jar'

Can the second dependency safely be removed? How can I resolve the first
issue?

First, you need to check out the complete source from SVN trunk. Then 
you can copy one of the existing plugins and use it as a template. I 
attached an Eclipse project - just put these two files in the main 
directory (where README.txt is), import the project into Eclipse and off

you go.
