This is just a warning and means you have less data nodes as numbers of block duplicates configured. Nutch tries to duplicate a block (backup) but does not find another data node.
Change the configuration or add a data node.

However it is possible to run a name node and a data node on the same box, also you can run several datanodes on the same box. Rgearding your second question you may have to provide some more information what is not working. Im general you should may start with a 'crawl' command as described in the nutch wiki and than verify that your tomcat/ webapps/ nutchFolder/WEB-INF/classes/nutch-default.xml points to the correct index folder.
