This is just a warning and means you have less data nodes as numbers
of block duplicates configured.
Nutch tries to duplicate a block (backup) but does not find another
data node.
Change the configuration or add a data node.

Rgearding your second question you may have to provide some more
information what is not working.
Im general you should may start with a 'crawl' command as
described in the nutch wiki and than verify that your tomcat/
webapps/ nutchFolder/WEB-INF/classes/nutch-default.xml points to
the correct index folder.
