I agree that the statement does not have proof behind it. Perhaps the question is whether a distributed control plane makes sense in this environment. It seems that there will be a central management entity that will do all of the provisioning and setup/teardown etc. And it may be better to have a protocol to query/distribute the information from this entity to all NVEs (that need to have this information) than to update one or two NVEs and for the NVEs to distribute the information among themselves - just seems redundant.
