Dear NVO3 Contributors - During the WG Last Call period ending today, list discussion and feedback has made it clear to the chairs that there is currently not consensus to publish this draft. The authors and other contributors are encouraged to continue discussion to help the chairs determine the most appropriate disposition for this document.
