can you reliably recreate this bug?  I don't seem to run across this issue.  I
think I know what the cause is, but would need your help is recreating and
testing it.  I'll create separate bfu archives and point you to it.

After upgrade and reboot, the network/location and network/netcfg services run
only after system/manifest-import runs.  When that happens, it seems like the
dependencies are not respected and network/location came online before
network/netcfg.  The fix involves having network/location's start script
manually enable network/netcfg if it is not running yet.  This is the same
approach taken for network/netcfg in network/physical:nwam (and previously for
network/datalink-management in network/physical).
