I haven't seen this situation yet. Can you provide logs? is the
network/location service enabled? network/location is responsible for creating
the Automatic and NoNet locations while network/location and
network/physical:nwam together create the Legacy location. What do logs at
/var/svc/log/network-location:default.log and
/var/svc/log/network-physical:nwam.log say?
