I attempted, on my laptop, to create a User NCP with just entries for my
wireless NIC, and I found that while this was successful, later, a type phys
NCU later materialized for the e1000g0 link.  This NCU was priority
activation-type with priority=0.  I'm not sure if this would have even done
anything without a corresponding IP NCU.

I'm told this is expected behavior as we're trying to pick up new network links
to make the user aware of them.  In my opinion, unless the User NCP is always
initialized at creation with an NCUs for every existing link, the automatic
appearance of these is inconsistent and ultimately pointless.  Even then, we
need to be very certain that having these dummy entries (without corresponding
IP configuration) doesn't affect nwamd behavior or result in spurious messages
to the system logs.
