Currently, yes, the NCUs are added to both the Automatic and User NCPs.  There
is ongoing discussion on nwam-dev (related to Migration from Phase 0/0.5) and
bug 8790 about what should happen in this case.  I'm marking this as a
duplicate of bug 8790.

True again.  The NCUs are not destroyed when interfaces are removed.
