1. launch nwam-manager-properties -n
in VPN applications dialog
- configure e.g. vpn2 - - manage VPN using an SMF service - e.g.
svc:/network/login:rlogin
- configure e.g. vpn3 - manage VPN using command line application
    - start command /usr/bin/touch /tmp/running_vp3
    - stop command /usr/bin/touch /tmp/stopped vpn3

2. select OK to save changes.
3. Launch nwam-manager-properties -n
 - select vpn2 application
  - the dialog correctly had the  "manage VPN application using SMF service"
radio button enabled.

4. select vpn3 application
  - The dialog incorrectly had the radio button "manage VPN application using
SMF service" enabled showing  an empty test box for the service FMRI
-- . It should have the "Manage VPN using command line applications" radio
button enabled.

(user can enable this radio button by selecting it)
