1. launch nwam-manager-properties -n
in VPN applications dialog
- configure e.g. vpn2 - - manage VPN using an SMF service - e.g.
svc:/network/login:rlogin
- configure e.g. vpn3 - manage VPN using command line application
    - start command /usr/bin/touch /tmp/running_vp3
    - stop command /usr/bin/touch /tmp/stopped vpn3

2. select OK to save changes.
- right click on NWAM icon, select VPN applications

expected result:-
start vpn2
start vpn2
VPN preferences
 - should be listed

actual result:-
Only VPN preferences is listed.

3. On logging out/in again  vpn2 and vpn3 are correctly listed in
the right click VPN applications menu.
