I don't think that's possible or likely. The User NCP is meant to be able to be
removed and/or created since the user always has the fall-back of the Automatic
profle. I think that it's acceptable in the UI to create either an empty User
NCP the first time that it's used, or to populate the User NCP from the
Automatic NCP (using the Automatic as a template).
The whole point of the User NCP is to allow the user to modify the Automatic
NCP, so the latter might be the better option.
Hmm, thinking back I think we lost the button to say "Duplicate" the Automatic
NCP (thus creating the User).
