The fix for this is basically always create the User NCP - there is virtually
no clean way to have the UI, and all associated elements to cleanly add the
User NCP on first reference from the UI - since the UI itself references it
simply to create the combo-box items to edit NCUs.
I'm looking into whether this makes sense to simply create it at the NWAM
daemon level itself regardless, but a decision on this should have no effect on
the GUI doing it or not since it only creates it if it doesn't already exist.
