I did some investigation into this, and it seems to be either a flaw in the
GUIs logic and possibly a flaw in the NWAM daemon. 

On shutdown, the GUI sees that the connection to nwamd has been lost, and
correctly marks things as such.

BUT, we expected to get a NWAM_EVENT_INIT event when nwamd restarted, we don't. 

The first event that we see is that the Automatic NCP has been enabled, but
this doesn't cause the GUI to acknowledge that the daemon is back - even though
it passes the info on to the user... 

So, I've changed the logic in the GUI to recognise that any new even is seen as
the daemon connection being re-established.

I've logged the bug#10197 to track the issue w.r.t. the NWAM_EVENT_INIT
message.
