This does look to be a bug in nwamd. I repeated the same steps Bob listed
using just the CLI: using nwamcfg, created an enm with conditional activation,
condition "ncu e1000g0 is active"; plugged in e1000g0, and verified that it
became active; yet the enm remained disabled. The problem seems to be in the
check_conditions code; the log showed the triggered check happening, but it
did not decide to activate the enm.
