Yes, I agree.  I like Alan's suggestion; and I think it helps manage the
concern
Darren addresses about NCUs needing additional qualification.  I think it's
important for our internal model to retain the interface/link distinction; but
making sensible choices for users who don't think about (and don't *need* to
think about) that distinction improves our usability.
