in nwamd_ncu_handle_init_event(), if the IP ncu is online/offline* we need to
enqueue an offline*/init state change to rerun through the address setting
code. We do this rather than explicitly set the interface addresses since this
would
ignore the current state of the NCU, which could be offline or disabled.
