Darren,
If you are able to recreate this, could you check what user nwamd is running as
(ps -ef | grep nwamd). It seems like nwamd is running as someone other than
netadm (thus the "entity is read only" error message), but that should not be
allowed by the daemon.
Also, what objects (including NCUs) have been created before and after your
second reboot?
