placeholder for a few minor issues that need to be resolved with the wifi code
in ncu_phys.c. First, we need to generate periodic scans as phase 0.5 does.
Second, we need to utilize a global lock around scans/connects, since this
works around a number of bugs in the wifi framework and deals with radio
interference. We also need to support autoconf if the property specifies it.
