this bug is a placeholder for the following WiFi issues that need to be
resolved in the phase 1 implementation:
1) need to check if hidden WLAN was visited before - if so, retrieve ESSID
2) need to add in connection check where we verify connection to WLAN using
test frame - guards against incorrect WLAN keys
3) need to have option to select and not add to visited WLAN list - update
nwam_wlan_select()
4) need global lock around scan/connect to prevent radio interference
5) periodic scans and support for wlan_scan_interval
6) support for wlan_scan_level
7) need to do multiple retries in checking connection
status to work around bug that some drivers wrongly
report the link is disconnected right after a scan, and need to ensure
we aren't unexpectedly connected after scan
8) need to do autoconf if prop specifies we do
9) add strict_bssid prop and strict BSSID matching rule for connect if it is
true
