Fix for Bug 8369 disable destroying of the Legacy location.  It shouldn't be
the case.  When NWAM is stopped, the Legacy location settings are put in place
and it must be destroyed so that when NWAM starts the next time, it can
recreate the Legacy location.  It may make sense to allow the "netadm" user to
destroy the Legacy location with the network/physical:nwam's net-nwam script
since we don't want the user destroying it with nwamcfg.
