I agree with Anurag's comment; we need to make sure that nwamd can destroy the
legacy location
when it is shutting down, but at the same time prevent the user from destroying
any of the system-
activated locations, including the legacy location.
We make a similar distinction regarding who is allowed to modify the Automatic
NCP (nwamd can,
anyone using the CLI or GUI cannot); can we use the same mechanism (which I
think is a flag passed
with the API function) for this case, as well?
