In moving to a ESSID-only policy (particularly valuable in an infrastructure
WLAN where multiple BSSIDs share the same ESSID, since in phase 0 you need to
reenter the key for each different BSSID you encounter), we need to ensure
users don't end up having to reenter the key associated with the old
ESSID/BSSID name, so we first search for ESSID-only keys - if none is found,
look for an ESSID/BSSID combo, and later save the ESSID/BSSID-named key as an
ESSID-only key name, so that we migrate old keys where possible.
